Computer-Software, Musik, Filmen und schriftstellerischen Werken, die über das Internet abgerufen werden können, soll künftig derselbe urheberrechtliche Schutz gewährt werden wie entsprechenden konventionellen Werken. Dies hat der US-Senat einstimmig im "Digital Millennium Copyright Act" beschlossen. Bibliotheken und Online-Dienste sind von der Strafverfolgung bei Urheberrechtsverstößen ausgenommen, die von Mitgliedern oder Kunden begangen wurden. Verstöße gegen das Gesetz werden mit bis zu 1,8 Mio. Mark Geldstrafe und bis zu zehn Jahren Gefängnis geahndet.
