Anyone looking to build a beautiful and organic-looking 19th-century Mediterranean town in voxel graphics will find what they are looking for in Town To City from UK-based publisher Kwalee and independent developer Galaxy Grove.

Town To City is a cozy and creative city-building game from the team behind Station to Station (Galaxy Grove). Set in a 19th-century, Mediterranean, voxel-based world, the game allows players to create and customise their own town from scratch. Players can place houses, shops, amenities, natural elements, roads and gardens wherever they want, without being bound to a grid. The aim is to create an attractive town that will attract as many new residents as possible. This depends on factors such as shopping facilities, resident satisfaction and decorations. The main focus is on relaxed, aesthetic building. Resource management and meeting the needs of the population are integral to the game's progression.

The game features a story campaign and a sandbox mode. Players can build at their own pace, whether that means carefully arranging every detail or growing the economy. There is a plethora of customisation options, including setting up lighting, planting flowers and creating parks, as well as decorating houses and buildings to complement or contrast with the surroundings. As the town flourishes, players need to meet the needs of the growing population. Although the economic and management aspects are rather basic compared to other city builder games, it is possible to assign workers to jobs, research new buildings and decorations, and develop the village into a centre of commerce. There are economic and administrative tasks, but these are deliberately kept in the background: the focus is on beautifying the city and the environment and fulfilling the wishes of the residents, which could be presented in a slightly cleaner way.


The current Early Access version offers a story-driven campaign with two maps, a sandbox mode with five maps, eight city stages, six monuments and over 30 quests to complete. This equates to around 75% of the final game content. The Early Access phase is currently planned to last around six to eight months, depending on community feedback. "The game's mechanics and structure are in a near final state (perhaps with some small balancing refinement needed with community input!). We plan to add new content with a new town complete with its own unique mechanics to the final version as well as several other significant updates that will add additional buildings, decorative items and animals. We also hope to continue making tweaks to the game's balancing as well as bug fixes and general QOL updates", the developers state. Two micro-updates are planned, one for autumn and one for Halloween. Two further major updates are scheduled to introduce pets and animals, as well as an additional city for the campaign with its own unique set of mechanics.

Town To City is being developed by Galaxy Grove, a game studio based in Utrecht in the Netherlands. The studio was founded by Joost van Dongen, who has contributed to titles such as Awesomenauts, Swords & Soldiers, Blightbound, Robo Maestro, Proun, Cello Fortress and De Blob. Their debut title, Station to Station - a minimalist, relaxing game about building railway connections in a voxel art world - left Early Access in October 2023. Currently, 15 people work at Galaxy Grove.

Town To City was released on 16 September 2025 on PC via Early Access, priced at $24.99, €24.99 or £21.99. Players interested in the game can also try the demo ahead of purchase.
