There are many city-building games on the market, and All Will Fall positions itself as a survival city builder game featuring collapsible vertical settlements in a post-apocalyptic ocean world where any structure can collapse. Players must use a physics-based 3D building system to create a vertical settlement on water. Starting from the bottom up, players must build a city from a small patch of solid land found by a group of survivors. From there, players must build a city that reaches the sky and can support its inhabitants. This vertical, 3D approach sets the game apart from other titles, which is why it is already on over 300,000 wishlists and over 200,000 people have played the demo.


When building, players are essentially playing Jenga, but with the lives of the inhabitants at stake. Every structure is susceptible to collapse, so providing adequate support and utilising different building materials in creative ways is crucial — for example, stacking living quarters on top of each other to save space and allow for more production. The city-building mechanic uses a physics simulation model, meaning every structure can crumble and cause catastrophic damage if weight distribution, tension, and material strength are not considered. The construction mechanic allows players to build elaborate and architecturally interesting structures, and experimentation is encouraged — conveniently, the game also displays details and indicates the current state of structural integrity.

Apart from the 3D building system, the game features survival and city-building elements. When constructing the city, players progress through the research tree to unlock various buildings, such as rain collectors, furnaces, radio masts, lighthouses, and dynamo hamster wheels for generating electricity. Players must scavenge for resources, explore the ocean and make difficult but necessary decisions to ensure the survival of their colony. They must also manage a colony of survivors and navigate the wants and needs of different factions, such as Engineers, Sailors and Workers. Each faction has its own unique traits, duties and bonuses when satisfaction is high. Sometimes difficult but necessary decisions must be made, such as rationing food during a shortage or dealing with civil unrest. Then there are lightning storms, political coups, and unexpected newcomers. The question is: benevolent shepherd or harsh tyrant? However, this social aspect of the game is not as well developed as in other titles, such as Frostpunk, and does not have as much of an impact in the long term. It is also worth noting that although the resource scarcity is challenging, it is not frustrating. The learning curve is relatively gentle.




There are eight scenarios with their own challenges in the campaign (plus a tutorial), ranging from the wreckage of a tanker to a derelict oil rig, a cultist-run island, and a towering skyscraper. A Sandbox mode with numerous settings options is also included, of course. Steam Workshop integration is provided, as well as a map editor. Further modding expansion and additional content are planned post-launch.

All Will Fall is being developed by All Parts Connected, a small indie team based in Lithuania. This is the second game from this small indie team. Their previous release was Sipho, an action survival game combining the 'life' of customisable underwater creatures with building, combat and exploration. Sipho entered Early Access in November 2018, and version 1.0 was released almost five years later on 30 September 2023.




The publisher is tinyBuild. Although the company is based in the Seattle area of the USA, it has established a presence with studios in the USA, the Netherlands, and throughout Eastern Europe. Starting out as an indie game developer, they have evolved into a developer-publisher committed to "creating long-term partnerships". The company has published dozens of games, including Hello Neighbor, Graveyard Keeper, SpeedRunners, I Am Future, The King is Watching and many more. The publisher has two potential blockbusters in its line-up: the immersive RPG sandbox Streets of Rogue 2 and Kingmakers. The wild mix in Kingmakers has attracted a lot of attention. It's an action/strategy sandbox set in the Middle Ages with time travel and a huge arsenal of modern weapons, including machine guns firing at knights.
All Will Fall was released on 3rd April 2026 on Steam for €28.99. A free demo is also available, enabling players to transfer their saved data to the full version.
Although the focus is more on creative construction than moral dilemmas, All Will Fall is an original city-building game that encourages experimentation and construction creativity.
